Andrew Smith
MANAGING DIRECTOR
Andrew co-founded Dharam Consulting in 2013 after 17 years at Davis Langdon, where he led the New York office. With nearly 40 years of experience, he has helped deliver complex cultural, higher education, research, and infrastructure projects across the U.S. and U.K.
His work includes major campus and arts projects for institutions such as Princeton, Columbia, Yale, MoMA and The Frick. Andrew is known for working closely with clients and design teams to keep projects aligned with budget, risk, and real-world delivery. Andrew is also a driving force behind Dharam’s collaborative, data-led approach and helped shape DHARAMetrics to support smarter preconstruction decision-making.
Harpinder Lally
MANAGING DIRECTOR
Harpy co-founded Dharam Consulting in 2013 and brings more than 25 years of international leadership experience across management consulting, finance, and the built environment. A former equity partner at Davis Langdon and Managing Director at AECOM, he specializes in program strategy, value and risk management, and performance improvement across major capital programs.
Harpy is known for guiding complex projects and organizations with clarity, collaboration, and strategic insight.
Rajneesh Sayal
DIRECTOR
Raj brings more than 35 years of experience delivering cost planning and management across public works, parks & recreation, healthcare, infrastructure, and higher education projects. He regularly supports complex civic and public realm improvements, helping agencies and institutions align scope, quality, and budget from early planning through delivery.
His work includes major waterfront parks, public infrastructure upgrades, healthcare facilities, and airport modernization projects. Raj is valued for his collaborative approach and his ability to help teams make clear, informed decisions around cost, risk, and long-term value.
Eleanor Hart
DIRECTOR
Eleanor brings nearly a decade of experience in construction and commercial real estate, specializing in strategic growth, client partnerships, and market expansion. She leads business development initiatives across key sectors, helping owners, developers, and project teams align Dharam’s expertise with real project priorities.
Eleanor also leads the marketing and business development of DHARAMetrics, working with clients to leverage data and market insight to strengthen decision-making from early planning through delivery.
Jeffrey Bowser
DIRECTOR
Jeff leads large multidisciplinary teams supporting clients across healthcare, technology, life sciences, manufacturing, and commercial sectors. With experience spanning project delivery, operations, and business growth, he focuses on building strong teams, improving processes, and delivering measurable results.
He also co-founded Dharam’s Project Management group, helping expand the firm’s delivery capabilities and strengthen its integrated service offering. Jeff is known for combining technical expertise with practical leadership to support successful project outcomes.
