Owain has decades of experience supporting owners, designers, and construction teams through both pre- and post-contract phases. He established Dharam’s Boston office and has grown it to one of the firm’s largest teams nationally, supporting projects across healthcare, life sciences, commercial, education, and infrastructure sectors to name a few.
Owain also led the development of DHARAMetrics, helping shape Dharam’s data-driven approach that permeates all parts of the business

Joe began his career with Dharam as a consultant and now leads the firm’s Boston office. With more than a decade of experience in construction estimating and cost consulting, his background spans general contracting, construction management, and cost advisory.
He has supported projects across healthcare, education, infrastructure, and residential sectors, bringing strong technical knowledge and practical insight to budgeting, value engineering, and change management.
